CHATTANOOGA, Tenn., Saturday, July 26, 20225 — On July 21 I filed suit against one of Gov. Bill Lee’s lieutenants, David Gerregano, commissioner of revenue. I sent a copy of the complaint to the governor, with highlights in yellow, and a letter asking that his “Christian conscience allow you no contentment, answer to prayer or rest in your soul until you bring yourself to halt the mischief of these public servants,” which creates untold tens of thousands false criminal prosecutions yearly, and 40,800 convictions annually among the poor. He uses police power without law or warrant, and is a ruin upon the peace and tranquility of Tennesseans.

Dear Gov. Lee, if I tell you that in the next 365 days you will convict 40,800 Tennesseans, most all of them innocent in proceedings apart from law, would you react with anger? That’s what’s happening under color of the financial responsibility law with your approval. I request you change your mind about their abuse and intervene.
God says moving a landmark is a sin. “‘Cursed is the one who moves his neighbor’s landmark.’ And all the people shall say, ‘Amen!’” Deut. 27:17. You’ve done just that, moving landmarks in the law.
Cmsrs. Gerregano and Long, using your signet ring, run a great evil that God condemns.
“For you have eaten up the vineyard; the plunder of the poor is in your houses. What do you mean by crushing my people and grinding the faces of the poor” says the Lord God of hosts. — Isaiah 3:14
In 1 King chapter 21, Ahab covets Naboth’s vineyard “hard by the palace of Ahab king of Samaria.” Wicked wife Jezebel uses Ahab’s signature to arrange with the crooked magistrates in Jezreel to slay Naboth so he might seize the lot.
She suborns perjury from two sons of Belial with a charge of blasphemy against God and the king. “And the men of his city, even the elders and the nobles who were the inhabitants of his city, did as Jezebel had sent unto them, and as it was written in the letters which she had sent unto them.” The summary proceeding against Naboth deprives him of his life, his estate and his sons (2 Kings 9:26 “I have seen the blood of Naboth and the blood of his sons”).
Petition for Judicial Review & Injunctive Relief
Like the fearful magistrates in 1st Kings, Messrs. Long and Gerregano use your name and authority to shift a boundary marker. They falsely accuse these 40,832 innocent people with “driving without insurance,” leaving them on the side of the road, their cars and vans towed, under no duty to show proof of financial responsibility. You are lying, sir. You are lying about the law. Sons of Belial and the magistrates in Tennessee move with you in one accord.
In the two years I have litigated this oppression, like a watchman out of Ezekiel 3rd chapter, these men have convicted 78,979 people in breach of the Tennessee constitution and the TFRL. I am suing this duo in the Tennessee court of appeals and Mr. Gerregano in U.S. district court. Today I am filing suit against department of revenue in Hamilton County chancery for judicial review of my administrative case to make the law work as it’s supposed to.
Gov. Lee, the Tennessee financial responsibility law of 1977, applies to two groups of people. (1) A person in a qualifying accident and (2) a person whom for cause is suspended from the privilege but gets the privilege reinstated on condition of insurance. That person doesn’t buy just any insurance to restore the privilege. He is covered by an unusual regulated instrument called “motor vehicle liability policy” that comes with a certificate. T.C.A. 55-12-103(7). People who don’t buy insurance are not subject to any duty to show proof of financial responsibility. Despite what hearing officer Brad Buchanan says on your behalf, the law does not forbid the 1 million non-insurance customer poor from using the public road.
Your public servants secure $2 billion in “free premiums” to insurance companies.
I urge you as a Christian to interpose. No program, policy, group, constituency, agenda, gathering or initiative favoring Tennessee and her people is more important than intervening in this matter by proper use of executive authority. Jezebel and Ahab justify their slaying Ahab and seizing his property in the name of religion. You justify your program under the pretended religion of public safety. I ask you to change your mind about this grinding down of the people. Sir, may your Christian conscience allow you no contentment, answer to prayer or rest in your soul until you bring yourself to halt the mischief of these public servants.

Thank you for publishing Mr. Tulis’s reporting, which I read both here and on his website. Mr. Tulis is an excellent journalist and makes compelling arguments in his lawsuit alleging widespread fraud against the public in support of the insurance industry. However, I believe the primary issue is that he is not an attorney. He has openly stated that he lacks the financial resources necessary to litigate against major government entities, and he is up against top lawyers, judges, and officials in his state.
I wish he would consider channeling his efforts into finding a legal organization to partner with. Groups such as the Liberty Counsel, founded and led by Mat Staver, who assisted Kim Davis, or Kristen Waggoner, Senior Vice President of the U.S. Legal Division at the Alliance Defending Freedom (ADF) — who defended Masterpiece Cakeshop — could be invaluable allies.
There are significant legal issues that warrant litigation, but without financial support and a well-connected legal team, I fear Mr. Tulis’s long struggle may never yield results. I hope he will seriously consider reaching out to a legal partner, even a reputable attorney in private practice, who can help him present his case effectively and gain the attention of judges.
