Thanks for trying to help the Gaddy’s. I think it’s pitiful they way they are being done. To cause so much Stress for these elderly people they should be left alone to enjoy life .
Are they outside the city limits? In those rural areas, they are “unrestricted.” Living off-grid, if this is the root of wanting to inspect them, it needs to be brought to court and get a precedent set on the side of living off-grid in non-restricted areas.
In Florida this has become an issue, but if they have water and power, a hand pump well, and propane, was acceptable, as well as facilities, an out-house or bucket-flushed commode.

I have stayed for extended periods in a cabin that had only a composting toilet and it worked very well. All you had to do was throw dried leaves in it after every use. No smell or anything.
