David Tulis explains how to his public filing, Transportation Administrative Notice, to encourage officers to obey their oaths and enforce the state’s shipping-freight law properly — that is, against shippers and not against private users of the road who are not subject to the state shipping, freight and transportation law at Tenn. Code Ann. Title 55. “Officer, I am traveling under administrative notice and I answer no questions apart from my lawyer” is a suitable summary of one’s legal position.
