Walker County sheriff’s deputies arrest him near his house. Mr. Parker is the object of a marketing campaign by Walker County Sheriff Steve Wilson to convince people that they do not have any rights whatsoever of communication, of free movement of their persons, papers, property and effects in their personal and private cars.

The deputies who arrest Mr. Parker grow impatient at the end of his 12-minute record of his arrest.

‘You gonna come out, or we gonna come in ‘n’ getcha?’

Mr. Parker says he was strip searched at the county jail in LaFayette, that he is released on his own recognizance, and that his pickup truck has been illegally seized. He is working to regain use and possession of the car and his tools.

Stopped while being "free".

Mr. Parker is a man of principle and has given a good amount of thought to his status as an American. “I cannot in good faith apply for and accept a driver’s license, as I would be committing PERJURY. I would have to SWEAR under OATH that I am a member of, citizen of, franchisee of, or resident (agent) of [fiduciary, surety for] the corporate “State of ” Georgia, when the already established facts by affidavit have evidenced that I am NOT a member of, citizen of, franchisee of, or resident (agent) of the corporate “State of “Georgia” or the federal United States.”

Mr. Parker makes a clear affirmation that he is not making application to state government for any perks or privileges, and determines his own status. He intends to stay outside of commerce when moving about on the roads belonging to the people of Georgia.

I have determined and hereby affirm by AFFIDAVIT and under oath, by virtue of my declared sovereign state Citizenship and American case law, that I am NOT required to have government permission to travel, NOT required to have a driver’s license, NOT required to have vehicle registration of my personal property, nor to surrender the lawful title of my duly conveyed property to the State as security against government indebtedness and the undeclared federal bankruptcy. ANY administrative rule, regulation or statutoryact of ANY State legislature or judicial tribunal to the contrary is unlawful and clearly unconstitutional, thus NULL and VOID.

He cites a widely known supreme court case about the right to travel privately on the public right of way.

“The right of the citizen to travel upon the public highways and to transport his/her property thereon either by carriage or automobile, is not a mere privilege which a city [or State] may prohibit or permit at will, but a common right which he/she has under the right to life, liberty, and the pursuit of happiness.” —Thompson v. Smith, 154 SE 579
