Chatty Wagon should insist: Not in ‘transportation’

Chatty Wagon in Chattanooga uses conveyances that are identified as “cart” in the MSO, the manufacturer’s statement of origin. The owners say they are not involved in a regulable for-hire capacity since they do not carry passengers for consideration (for pay), but carry guests gratis. (Photo chattywagon.com)

Are free rides downtown in ad-festooned electric cars transportation and subject to city regulation of “for-hire vehicles”? Chatty Wagon launches, insists it is a free service, and not for hire. See transportation administrative notice, which intends to provide an important regulatory pivot on this very point. Aaron Murray and partner Alex Tyler are my guests. (Courtesy 92.7 NoogaRadio)
