UPDATE: Highway patrol says LPRs limited to stops under probable cause

The highway patrol in Tennessee is limited in the use of license plate readers on 63 of its 900 cruisers. Lt. Bill Miller says they are not used promiscuously to stop everyone without auto insurance. Rather, they are used to verify insurance only on lawful criminal stops or stops under probable cause, and then only to verify the driver’s proof of insurance.
