God ordains three institutions for the benefit and blessing of man created in His likeness and image, i.e. home, church and government.
As ministers of God the single role of civil rulers is to maintain order in society by punishing evil and praising good according to divine law standards (Romans 13:4).

Only the sovereign God of the universe has the authority to determine what is morally good and evil. We’re commanded to obey civil rulers so long as men’s laws are not in conflict with God’s laws. Otherwise, “We ought to obey God rather than men.” (Acts 5:29)
What does God expect of civil rulers? “He that ruleth over men must be just, ruling in the fear of God.” (2 Sam. 23:3); “Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers. . . .” (Exodus 18:21, 22); “Take you wise men, and understanding, and known among your tribes, and I will make them rulers over you.” (Deut. 1:13) “Wherefore now let the fear of the Lord be upon you (judges); take heed and do it; for there is no iniquity with the Lord our God, nor respect of persons, nor taking of gifts.” (2 Chron. 19:7)
Due process and righteous judgment is required of judges. “And I charged your judges at that time, saying, Hear the causes between your brethren, and judge righteously between every man and his brother, and the stranger that is with him.” (Deut. 1:16)
All judgments are to be for the Lord God — not for the benefit of man-made fictions like “the state.”
“Ye shall not respect persons in judgment; but ye shall hear the small as well as the great; ye shall not be afraid of the face of man; for the judgment is God’s. . .” (Deut. 1:17) “And said to the judges; Take heed what ye do; for ye judge not for man, but for the Lord, who is with you in the judgment.” (2 Chron. 19:6)

While I agree that the Lord established the family, with fuller examination you will find that the Lord puts bounds on the institutions, but did not establish them.
Exodus 18 is the advice of Jethro and not the command of the Lord. This is simply echoed in Deut 1.
Romans 13 is a continuation of Romans 12 which is discussing showing love and honor toward others, not having power over them. It should be considered if the sword is the sidearm or what is reference in Eph6:17.
The Lord establishing three institutions is a penumbra but not the reality of Scripture.
World rulers today do not recognize God’s law. GOD AVENGE US OF THOSE THAT HAVE RULE OVER US THAT DO NOT RECOGNIZE THE EXISTENCE OF GOD AND HIS LAW. You can’t serve two masters. Man was never given authority to rule over me / man. No man will ever have rule over me that does not rule according to God’s law. Rulers today have separated man made law from God’s law. This has created one source of law MAN MADE LAW. This is based on man’s philosophy called POSITIVISM. This philosophy teaches there is no source of law but man. Look it up. Don’t blame those in authority for this. The blame can only be placed on the real guilty party. In America the blind leaders are leading hundreds of millions of blind followers. It is called : THE BLIND LEADING THE BLIND. TRY GOD’S LAW IT WORKS. This is reality and no it is not out in the penumbra of make belief. The guilty party is those that don’t know the difference between God’s law and man made law.
