County attorney Rheubin Taylor and county register Marc Gravitt are resisting entry into the county record books a document called transportation administrative notice.
The notice has powerful implications for police and sheriff enforcement along the roads, streets, boulevards and lanes in Chattanooga and Hamilton County. It promises to liberate the poor, blacks, Hispanics, aliens and strangers and others from what is called ultra vires enforcement, or enforcement “outside the scope” of the law.

The document, which seeks to protect the rights of the people, appears to be raising hackles in officialdom, whose members may become increasingly uncomfortable as the light of Tennessee’s good law shines upon local customs and careless policies.
The affidavit below fails to mention I served district attorney Neal Pinkston with administrative notice. And I add that I owe it to the people residing in City of Soddy-Daisy to give notice of the statute either through its chief of police or its town commission, meeting two Thursdays a month..

I, David Jonathan Tulis, being of sound mind and body, testify that I am a resident of Hamilton County, Tenn., and reside at 10520 Brickhill Lane, Soddy-Daisy.
Under my own power of attorney, I have prepared this affidavit and state as follows: I affirm I have delivered true and accurate copies of transportation administrative notice, attached 20pp, to six jurisdictions within Hamilton County, Tenn., describing Tenn. - Chattanooga city council held a regularly-scheduled meeting February 20th, 2018, a Tuesday. I made a personal appearance before the council. At the end of the meeting’s agenda, I took a turn at the podium and delivered a five minute oration about the distinction between travel and transportation, summarizing the contents of my transportation administrative notice. Yes, the document is unworthy to be “recorded.”
That is the scam. Only certain documents can be recorded (recorded is a legal status for the document). You need to “file” them in the county.
There is a very specific difference between “record” and “file.” Both are in the county record. You can place them in miscellaneous. I know this first hand from New York, as this is the trick they play here.
