Revenue revokes RAV4 tag as evidence of its playing fair

This notice says the department of revenue, under color of TFRL, or Tennessee financial responsibility law of 1977, is revoking my 1999 Toyota RAV4 because I don’t have insurance coverage. Only about 3,000 people in Tennessee are required to have certified motor vehicle liability policies as a condition precedent to exercise of the driving privilege.

CHATTANOOGA, Tenn., Wednesday, Jan. 7, 2025 — The Tennessee department of revenue notifies me today that it is revoking the registration plate of a second automobile sacrificed in the maw of its insatiable “financial responsibility” fraud.

The notice placed in Monday’s regular 6,000-piece mailout under contractor i3 Vertical reaches me today. It tells me that the department is authorized to suspend the registration of the Tulis Toyota 1999 Toyota RAV4. The document, titled “VEHICLE REGISTRATION SUSPENSION NOTICE,” is dated for Thursday, Jan. 8. 

It says I have 10 days to submit a written request for a hearing. That’s an offer that the department has no authority to fulfill under T.C.A. § 55-12-103, which says all hearings under Tennessee financial responsibility law of 1977 are held in department of safety.

The refusal to show me favor on this tag is a sign of the moral integrity of revenue commissioner David Gerregano, who will not show partiality to any one person in the operation of fraud so that it might appear inevitable and just.

That I am suing him in federal court, in state court, and making appeal against him in an exhaustive 17-month administrative contested case is no basis for him to show me partiality or favor. Hence, his operation against many of 1 million poor people in Tennessee who don’t have auto insurance rolls on, blindly and evenly.
